Founder of the IT holding Netpeak Group
Artem Borodatiuk, founder of Netpeak Group (from 2025 — FRACTAL), is a member of the Council for Entrepreneurship Support, headed by Andriy Yermak. Borodatiuk himself publicly confirms his membership in the Council and describes cooperation with the state as pro bono. In June 2026, Netpik LLC won a tender worth UAH 18 million for advertising "Sense Bank" — the contract was signed when the bank was already involved in NABU and SAP materials in the "Midas" case. The presence of business ties in itself is not evidence of violations, the authors of the materials emphasize.
On March 9, 2022, Netpeak Group announced the complete cessation of work with clients from the Russian Federation. However, according to journalistic investigation, Netpik LLC related to the company in Russia was liquidated only in January 2023, having paid over 23 million rubles to the aggressor's budget during its operation. Another entity related to the Ringostat service continued paying taxes in the Russian Federation from 2022 to 2025. According to BuiltWith, as of 2026, about 486 out of 1700 websites using Ringostat are tied to Russia — roughly every third site. The statement about severance was unequivocal, but the traces — not quite.
According to ANTICOR publication, the advio.io service, associated with Fractal (Netpeak), acts as a reseller of advertising on Telegram, through which, according to the edition, banned casino advertising in Ukraine may be promoted.

The Special Register is a special project by the Ministry of News about people who systematically scrub information about themselves from the internet.
Every day, we see news stories, investigative reporting and other publications disappear from the web. Often, this is not an editorial decision but a deliberate effort: mass DMCA complaints, bogus copyright claims and pressure on publishers. In this way, some individuals try to remove references to criminal proceedings, corruption scandals, debts or dubious business schemes from the public domain.
Despite the scale of this activity, it rarely receives an adequate response from government and law enforcement agencies. That is why we have brought these cases together in one place and cover each person individually.

Publication histories and evidence of deleted content are available on the main Ministry of News website.
Our goal is to preserve access to information that others are trying to hide. The Register will help journalists, banks and financial institutions conducting checks on clients and counterparties, business partners and members of the public. It will also enable law enforcement agencies to finally take notice of these facts and give them a proper legal assessment.
